Good question, asked myself the same some time ago... to me jog means "I can still talk/have a conversation" while I move and running is everything from answering "yes/no" questions and above...
I don't know about what your speed but while running you can't have a conversation with someone, at a jogging speed you can : you should be a little out of breath but not so much that it prevents you from speaking.
