Whats one set?

Hi,
i am planning to start the 60-Days Bootcamp programm.
My question is how to read the instructions?
are they meant to be circle trainings or exercise after exercise?
For example day one:
should i do
20 Jumping jacks - 20 seal jack - 20 climbers - 20 climber taps - 10 burpees in a row and then rest for two minutes, and this is one set

or
20 jumping jacks - 2 minutes rest and this is one set?

and another question i have is: are there any suggestions for picking the right dumbbell weight?

The weight that allows you to do the exact number required by the workout, otherwise either you slow down the movement to make it more difficult or you increase the weight.
So each exercise may require a different weight.
