What's the difference between hip and torso rotations?

What’s the difference? I know this makes me sound dumb, but I legitimately don’t know and want to be able to do torso rotations properly when I get to that point in the Baseline program I’m working on.

In hip rotations you only circle your hips, shoulders and feet stay in place.

In torso rotations your hips feet and hips stay in place and your shoulders are on a circle.
