In 30 Days of Gravity there's a part I set of exercises and a Part II. Should the second part be completed after a few minutes of rest or can it be completed hours later on the same day?

It could be done later the same day, but for maximum benefit it is probably best to treat it as another round of sets to be done immediately following part 1. I think workouts or programs designed with a longer break between parts usually specifically say that.
